Congressman Jim McDermott

Rep. Jim McDermott (D-WA) is serving in his eleventh term in the U.S. House of Representatives representing the 7th Congressional District of Washington State, which includes Seattle and parts of several neighboring communities. As a senior member of the Ways and Means Committee, Representative McDermott is chairman of its Income Security and Family Support Subcommittee and also serves on its Subcommittee on Trade. Jim McDermott was born in Chicago, Illinois on December 28, 1936. He was the first member of his family to attend college, and went on to finish medical school. After completing his medical residency and military service in the Navy, he made his first run for public office in 1970 and was elected to the State Legislature from the 43rd Legislative District of Washington State. In 1974, Jim successfully ran for the State Senate, and subsequently was re-elected three times.
In 1987, after 15 years of legislative service, McDermott decided to leave politics and to continue in public service as a Foreign Service medical officer based in Zaire (now the Democratic Republic of Congo), providing psychiatric services to Foreign Service, Agency for International Development, and Peace Corps personnel in sub-Saharan Africa. When the 7th District Congressional seat became open, he returned from Africa to seek election to the U.S. House of Representatives. He was elected in 1988 to the 101st Congress and is currently serving in his 11th term.
As a physician, Representative McDermott is especially interested in health care issues. While serving in the Washington State Legislature, he crafted the Washington Basic Health Plan, the first state program in the country to provide low-cost health insurance to the unemployed and working poor. In the U.S. Congress, Representative McDermott is consistently active on health care reform issues. He founded and chairs the Congressional Task Force on International HIV/AIDS, and championed the AIDS Housing Opportunities Act. The co-author of a major single payer health care proposal, Representative McDermott is leading the fight in the U.S. House of Representatives to guarantee all Americans comprehensive and affordable health care coverage. Representative McDermott is married to Therese Hansen, an attorney in Seattle. He has two adult children and three grandchildren. He attends St. Mark's Episcopal Cathedral in Seattle.

Born in Tacoma, Washington on May 23, 1950, Lieutenant Governor Owen graduated from Frankfurt American High School in 1968. Upon returning to the U.S. after graduation, he moved back to his birth state of Washington and then later settled in Shelton. During the next 22 years, Owen was a small business owner and became a prominent member of his community.
Brad Owen was elected as Washington State’s 15th lieutenant governor in 1996 and re-elected in 2000, 2004 and 2008. Lieutenant Governor Owen serves the state as president of the Senate, and is the acting governor in the absence of the governor. Prior to his election as lieutenant governor, Owen served as Shelton finance commissioner from 1976-1979, as a member of the Washington State House of Representatives from 1976-1982, and in the Washington State Senate from 1983-1996.
Lieutenant Governor Owen has dedicated his term of service to providing leadership in the field of public health and safety, with an emphasis on substance abuse and prevention. He is the co-chair of Washington State Mentors, as well as the chair of the Legislative Committee on Economic Development and International Relations. He serves on the advisory board for the Drug Free America Foundation. He has conducted many foreign trade and goodwill missions and promotes stronger ties among Washington State’s economic and international communities.
As a result of his work on projects in Washington in association with Spain, Lt. Governor Owen was awarded the decoration Order of Isabella the Catholic, a medal of knighthood, from the King of Spain in 2007. Additionally, as president of a non-profit organization called Strategies for Youth (SFY), he develops and delivers positive messages about substance abuse and bullying awareness to youth, as well as to the community at large. He received Washington State Mentor's highest award, Champion of Mentoring, in 2007. In 2002, he received an Honorary Doctorate of Letters (Humanities) from Walla Walla College for his years of public service and work with kids and communities.
Lieutenant Governor Owen is an avid outdoorsman, hunter, and fisherman, and enjoys playing a variety of musical instruments including the guitar, drums, and sax. Mr. Owen and his wife, Linda, live in Shelton. They have six children: Shanie, Dana, Sherri, Mark, Adam, and Royce and 17 grandchildren.

“Although this mission has been in the planning stages for about two years, the timing of our visit is working out especially well,” ; “U.S. – India relations will be a topic of worldwide focus, and we will be there specifically to promote India relations with the state of Washington.
The trade between the U.S. and India is growing rapidly, up sharply over the past five years. Imports from India to the U.S. rose from $11.5 billion in 2003-04 to $20.7 billion in 2007- 08. India was the Washington's seventh top destination for exports in 2009, with $1.8 billion sent there from the state.
“Those numbers can no doubt be improved upon as India continues through an amazing period of growth,” . “Our trade development mission to Orissa will open the doors to new and very exciting business, trade, higher education cultural opportunities in this key part of India.”
Debadutta Dash
Co-chair, WASITRAC
Debadutta Dash holds a Bachelors degree in Accounting & Business Administration. As a native of India, before moving to the US in 1996, he had worked with the Departments of Commerce, Agriculture and Co-operatives for the Government of India. He had owned his business in traditional hand-woven fabrics and traveled extensively around the world.
In the United States, he has worked for Wal Mart for more than four years in different management positions before managing PlanetGuru, the first ever South Asian newspaper and website in the State of Washington as its Co-Publisher. He plays an active role in the community as volunteer, executive board member and the former President of the India Association of Western Washington (www.iaww.org) and the founder of the South Asian Music and Performing Arts Resource Center (SAMPARC).
Mr. Dash has been an alumnus of the United Way of King County Project LEAD Program and the ACLF Leadership Program. He is one of the board members for the Asian Counseling Referral Service (ACRS) for 2009-2012 and the Pluralism Advisory Board for the Bellevue College for 2008-2010. He is also the Ambassador for the Tateuchi Center representing the East Indian Community in the Washington State. In December 2009 Washington State Governor Chris Gregoire appointed him as a Commissioner to the State Commission on Asian and Pacific American Affairs (CAPAA). He was also elected to be the Chair of the Economic Development committee for CAPAA in the same year. Recently he has been appointed to the CIBER (Center of International Business and Educational Research) Advisory Board of the Foster School of Business of the University of Washington.
Currently he works for the Starwood Hotels and Resorts Worldwide as the Group Sales Manager and the Service culture Trainer at the Westin Hotel in Bellevue, Washington. He lives in Seattle with his wife Itu, a Clinical Specialist in Cytogenetics in the University of Washington Medical Center and daughter Ina, a senior in the Nathan Hale High School.
Habib M. Habib

Noted South Asian Community leader Habib M. Habib was honored with the Community Voice Award at the 15th Annual Asian Pacific American Community Voice Award dinner by the International Examiner in 2005, the first ever non-profit Asian American news publication established in 1974.
From serving as continuing Treasurer of the Washington State Democratic Central committee since 2003, past Vice-Chair of the 44th Legislative District Democrats and Commissioner to the Washington State Commission on Asian Pacific Affairs- a position appointed by former Washington State Governor and current US Commerce Secretary Gary Locke – Habib is known for his dedication to the community.
He was appointed as Chairman of the Community Advisory Council of Snohomish County for 2005-2006. Habib has also served as the founder President of Indian Arts and Heritage Society and in 2001 was the recipient of the “Vision in America” award by the International Channel Network. The Northwest Asian Weekly also honored him in 1997 as one of the top contributors to the Asian community.
Habib was born in Tanzania and spent his childhood in Africa before moving to England in 1965 to study accounting. In England he spent many years in British Politics during the 1970s working with the Liberal party. In 1978, Habib left England and moved to US and eventually settled in the Washington State since 1988. He lives in Marysville with his wife Sikina and daughters Natasha, Sabrina and Farah.
Tay Yoshitani
Chief Executive Officer, Port of Seattle
Tay Yoshitani joined the Port of Seattle as its CEO in March 2007. He carries out policies set by the Port Commission and leads the Port’s operating divisions, including the 8th largest container port in the nation, and Seattle-Tacoma International Airport, which welcomes more than 32 million passengers a year.
He rebranded the Port of Seattle to create a competitive edge, and created the tagline: Where a Sustainable World is headed. He challenged the staff to become the cleanest, greenest and most energy efficient port in the nation. He also established new policies and procedures and realigned the staffing structure to increase accountability and transparency and provide more focus on core businesses. He created a Real Estate division, a Capital Development Division and an office of Social Responsibility, which serves to provide equal opportunities for disadvantaged businesses to work with the Port.
He oversaw the opening of Sea-Tac Airport’s third runway, the Port’s new Smith Cove Cruise Terminal, and the re-opening of the Terminal 30 as a container facility.
From 2004 to 2007, Yoshitani served as Senior Advisor to the National Association of Waterfront Employers, providing industry expertise on port security and environmental issues.
As Executive Director of the Port of Oakland from 2001 to 2004, he led a significant expansion of both the seaport and airport, overseeing environmental permitting and planning that enabled the airport expansion to use “green building” technology. He was Oakland’s Deputy Executive Director from 1998 to 2001.
He is credited with creating the first master plan at the Maryland Port Administration, where he served as Executive Director from 1995 to 1998. As Deputy Executive Director of the Port of Los Angeles, 1989 to 1995, he oversaw the creation of the West Coast’s largest dry bulk export terminal.
A U.S. Army veteran, Yoshitani has a Bachelor of Science degree from the United States Military Academy at West Point, and earned his MBA at Harvard Graduate School of Business Administration. He serves on the National Urban Fellows, Inc. Board of Directors and the National Center for APEC Board. He serves on the boards of a number of local Seattle civic and trade-related organizations.
Port of Seattle CEO, Mr. Tay Yoshitani’s views on WASITRAC trade mission to India:
I hope to learn much about Orissa and India. I plan to establish a working relationship with a port in Orissa. I hope to identify several business opportunities to pursue for the Port of Seattle. And finally, I hope to make lasting friends in India, a country of growing impact and influence.
Diane Adachi
Assistant Vice President,
International Relationships & Protocols
Office of the President and Provost, University of Washington
Diane Adachi serves as Assistant Vice President to the Provost and President for International Relations and Protocols at the University of Washington. As Assistant Vice President, Ms. Adachi works with the Office of the Provost and the Office of the President to support, integrate and facilitate broad international initiatives for the University by advancing and advising on institutional strategies, collaborations and outreach with the private sector, research institutions, governmental agencies, diplomatic and foreign-service representatives among other University constituents. In this capacity she works with the President’s Office, the Provost’s Office, and the Office of Global Affairs in the advancement of an institutional framework of the university’s international agenda.
Ms. Adachi has served in various positions at the University of Washington since 1995 leading to her current position and role. Her previous roles included serving as Special Assistant for International Affairs, Director of the Office for International Affairs (OIA) and Director of the Center for International Affairs of the International Policy Forum at the University of Washington. Her current work includes facilitating conflict mediation, international resolutions, global strategies on institutional agreements, and protocols and policies for institutional engagement. She has developed and advised on multi-sector and interdisciplinary programming and initiatives involving university research and disciplines across campus ranging from financial markets to global health, environmental issues, and emerging technologies. Ms. Adachi has also established policy programs in cooperation with the U.S. State Department, World Bank, and other international organizations, i.e. the Asia Pacific Economic Cooperation (APEC) envoy, an Internet-based security initiative, the Hai Phong-Seattle International Resource Cities Program and the APEC EduNet Integrated Coastal Management Network. She has worked on projects and programming with constituents in East Asia, Southeast Asia, the Middle East including Saudi Arabia and the UAE, Europe and the Scandinavian Countries among others.
Ms. Adachi received her B.A. from the University of Washington’s Jackson School of International Studies and her Master’s in Public Administration from the University of Washington’s Evan’s School of Public Affairs. She has held diverse positions in international affairs, public affairs, financial research, technology and media sectors both in the U.S. and abroad, including working as a journalist and columnist in Japan. She has also served on various community and national advisory boards. Her current and past appointments with organizations and projects include the Woodland Park Zoo, Harborview Gala Committee, Lakeside School, Opening of the Heart, UW CIBER Business School, UW Women’s Center and the Center for Women and Democracy. She has also advised national and international organizations on international development and outreach efforts. Ms. Adachi is bi-lingual in English and Japanese and has lived and studied abroad in Japan.
Ms. Diane Adachi’s views on WASITRAC trade mission to India:
By participating in the WASITRAC delegation, UW will be able to cultivate new connections and continue to build and strengthen current relationships with government, business and community leaders from both public and private sector constituents in India. WASITRAC has planned an excellent itinerary and opportunity for Washington State interests that make it both efficient and effective for us to visit as a delegation. This visit is exploratory and follows on the visit by UW President Mark Emmert in 2007, who took part in a State Department-sponsored mission to (Mumbai and New Delhi) India, to establish a new international Fulbright scholarship program. The program is intended to attract Indian talent to the U.S. for research and studies in the fields of science and technology. While in India, President Emmert had the opportunity to participate in roundtable discussion with institutes like Indian Institute of Technology, U.S. Educational Foundation in India, Delhi University, American Institute of Indian Studies, and Jawaharlal Nehru University.
The University of Washington has a rich history of cultural and language studies especially in Southeast Asia and India. The UW Jackson School of International Studies has a long tradition of teaching curriculum and programming of countries in the South Asian region. The Jackson School also houses one of the premier centers for Southeast Asia studies and research in the United States. The Southeast Asia Center promotes programs such as teacher training, outreach activities and is home to an extensive resource library. The UW Department of Asian Languages and Literature also has a distinguished history of teaching Hindi, Urdu, and Bengali as well as Indonesian, Tagalog-Filipino, Thai, and Vietnamese.
This trade mission would offer a more sustainable foundation in which to build cooperation between Washington State and India. We just hosted a visiting delegation from the State of Orissa this past June and we were able to discuss possible areas of mutual interest in education and teaching curricula. WASITRAC trade mission would allow us to engage in long-term cultural and community exchanges which should help us to create a hub of mutual interests and cooperation across many sectors related to cross-border research, industrial cooperation, technology training and human resource capacity building. A future sister-state relationship will help to open up new avenues for discussion that may involve the UW with local non-profits, foundations, and communities in various outreach programs related to research and service. Possible areas of interest include public health, social work, environmental sustainability and community development.
Ms. Mary O’ Keeffe
Vice President (Instruction)
North Seattle Community College
Mary Ellen O’Keeffe is Vice President for Instruction at North Seattle Community College. She provides leadership for all instructional programs including transfer, workforce and basic skills. She came to North Seattle in 2002 as Executive Dean for Workforce and worked collaboratively to develop the first two year Nanotechnology program in the northwest. She worked at Edmonds Community College from 1990 to 2002 as a tenured faculty and Health and Human Service Dean. She has a doctorate in Educational Leadership, a master’s degree in Human Development and a bachelor’s degree in Biology. Before joining the community college system, she was the first executive director of a non- profit organization, Program for Early Parent support (PEPS). Shea has served on numerous boards and commission and is currently a Foundation for Early Learning board member. This past August, she led a group of students, faculty and staff to Tanzania, on a two week volunteer trip, as part of Seattle Community Colleges, Global Impact Program. She lives with her husband Kevin, a semi retired physician, in Seattle. They are the parents of three adult sons and one grandson.
Ms. Mary O' Keeffe's views on WASITRAC trade mission to India:
I look forward to the opportunity to explore new partnerships with institutions of higher education and introduce the community college system as a vital pathway for students who may want to enter higher education colleges and universities in the United States. I also want to learn about the needs of faculty and students for higher education. The trade mission will increase my knowledge of the rich culture of India and I will be able to share with my colleagues, at home, opportunities for faculty and student exchanges. North Seattle has over 630 international students and the Seattle Community Colleges has a combined total of 2200. North also has an outstanding distance learning program in which students can receive a two year associate degree and then transfer to a four year college.
Antonio Sanchez

Antonio Sanchez joined the office as Senior Analyst and Coordinator of Economic Development and International Relations in August 2002. Dr. Sanchez brings 17 years of experience in the Washington State Legislature as a senior research analyst and a Ph.D. from the University of Washington. He has an extensive background in international relations and protocol and economic development. He has received local and international recognition for his work documenting and promoting the history and heritage of the Hispanic community in Washington State.
He hopes to contribute his language and international protocol skills to help develop the Lieutenant Governor’s new international relations strategy. Dr. Sanchez lives with his wife and daughter in Des Moines, Washington.

“This mission will serve to foster new and exciting educational, cultural, and trade opportunities between Washington state and Orissa and help us build a permanent bridge of formal cooperation between our two regions. The people from Orissa who live in Washington State have been amazing ambassadors and key in the realization of this historic trade development mission. It is certainly the first trade mission from Washington State to Orissa but I will not be the last.”

Joseph B. Diehl JD CPA has served as the Executive Director of three affordable housing development and management associations since the mid-1990. These trade associations represent developers, owners, managers, Tribal housing organizations and service providers that provide housing to low income, elderly and disabled populations in the Pacific Northwest. Prior to that, Joe was the Director of Operations for People of Color against AIDS Network, a Seattle community based social services organization that focuses on HIV/AIDs prevention in communities of color.
From 1990-1993, Mr. Diehl served as the first Executive Director of the National Council of Real Estate Investment Fiduciaries, a non-profit association of pension fund real estate managers. Prior to his career in non-profits, Joe served as either chief financial officer or controller for several large real estate investment firms, including TCW Realty, JMB Realty and Heitman Mortgage Investors. Mr. Diehl began his career with the CPA firm of KPMG Peat Marwick in 1971. Joe earned his Juris Doctor (JD) degree from John Marshall Law School in Chicago, IL in 1979 and earned his BS in Accountancy from Northern Illinois University in DeKalb, Illinois in 1971. Joe's article on Net Zero Energy (NZE) housing was published in the Innovative Households-Designing our Futures edition of the international magazine, Fast Thinking in 2008.
Mr. Joe Diehl's views on WASITRAC trade mission to India:
"Representing affordable housing development and management, I am very interested in building materials and techniques, reducing energy consumption in housing development, solar power applications, support of administrative functions concerning the processing of data, how India handles workforce development/training, and housing can be incorporated together in the community (such as when a major corporation builds a plant in a new community - if Orissa does that, it may be a model for how we can reduce unemployment here in WA state); and how our industry's need for online technical assistance can be met by utilizing resources in India."

With a Bachelor’s in Chemistry and Environmental Science from the University of Washington, Albert started his career as an entrepreneur early in his life. Shen Consulting, Inc. is a Project/Construction Management firm specializing in aviation, transportation/civil and electrical disciplines. Shen Consulting’s primary business has been to lead the Construction Management team for the Port of Seattle’s SeaTac Airport 3rd Runway/Airfield Capital Development Program and Project Management for the SeaTac Airport Consolidated Rental Car Facility; Airport Parking Garage Floor Count Project and other transportation related projects. Most recently Shen Consulting was awarded the 2009 City of Seattle Mayors’ Small Business of the Year award.
ATin Group is a boutique investment and travel firm that specializes in identifying and facilitating investment opportunities for clients from Asia for investments in the United States. These investment tours are customized to the client’s investment requirements and covers many different industries.

Dr. Itu Mohapatra Ph.D.

Itu Mohapatra completed her doctorate in Human Cytogenetics at the All India Institute of Medical Science and has been associated with many research works at the Indian Council of Medical Research (ICMR) and Center of Scientific and Industrial Research (CSIR). She had many of her research findings widely published in many international journals and publications.
Currently she is a Clinical Cytogenetics Specialist at the University of Washington Medical Center in Seattle where she works in collaboration with the Alfred Hutchinson Cancer Research Center, Seattle Cancer Care Alliance (SCCA) and Seattle Children's Hospital.
Ina Dash
Intern, WASITRAC
Ina Dash is currently a high school student at Nathan Hale High School, Seattle, WA. In her spare time she helps maintain and update the website. She also designs marketing materials for WASITRAC, including Social Media, computer graphics and content management. She is making this trade mission to India her Senior Culminating Project to be presented at her high school.
In February 2010, she paged for the Washington State Senate, sponsored by the Lt. Governor Brad Owen. For three years she has participated and mentored for Summer Youth Leadership Program (SYLP), founded by the Northwest Asian Weekly Foundation. This past summer she finished a RecTech Photojournalism to continue her passion for photography. She is also a part of two University of Washington programs: Making Connections of the Women’s Center and Mathematics, Engineering, Science and Achievement (MESA).
From an early age, Ina displayed a significant aptitude for the visual arts and the technologies that support them.
